Establishes the New York State Innovation Voucher Program under the Empire State Development Corporation to provide small businesses with access to research and development from colleges, universities, government laboratories, and public research institutes.

Defines eligible recipients as small businesses with 100 or fewer employees operating in New York State, with eligible projects limited to research and development costs for innovative products or services, excluding employee time reimbursement, marketing materials, routine professional services, and construction costs.

Awards vouchers of $10,000 per eligible project, with possible increases up to $50,000 for exceptionally innovative projects, requiring eligible recipients to provide dollar-for-dollar matching funds.

Requires selection of eligible recipients by the Empire State Development Corporation based on proposal strength, with applications judged by an advisory committee of business, higher education, science and technology representatives.

Appropriates $10,000,000 from the state general fund to the Empire State Development Corporation for program implementation, with the act taking effect 180 days after becoming law.
