Permits social services districts to submit evidentiary packages for fair hearings to the Department in electronic format only, with the Department providing necessary means to facilitate use of electronic packages.

Does not require districts to submit packages in electronic format, nor prevents any party from offering paper documentation as evidence regardless of the medium used for the evidentiary package presentation.

Requires social services districts to provide paper copies of evidentiary packages upon request, either before or at the hearing, with pre-hearing requests processed according to Department regulations.

Mandates the Department notify appellants that they may request orally or in writing a paper copy of the evidentiary package to be presented by the social services district at the fair hearing.

Effective sixty days after the bill becomes law.
