Amends Elder Law to authorize the Director of the Office of the Aging to establish a voluntary Financial Exploitation Outreach, Education and Training Program in conjunction with the Office of Children and Family Services and Department of Financial Services.

Program targets financial institutions, certified public accountants, tax preparers, and attorneys licensed in New York with education and training on identifying and reporting financial exploitation of the elderly.

Authorizes grants to qualified designated agencies to establish local elderly exploitation outreach, education and training programs that coordinate with banking, human services, law enforcement, and public agencies serving the elderly.

Requires the Director to convene an advisory committee of 10-20 members including senior advocacy organizations, elder law attorneys, bankers, certified public accountants, protective service agencies, and law enforcement representatives.

Establishes the Financial Exploitation, Outreach, Education and Training Fund under joint custody of the Comptroller and Superintendent of Financial Services to receive appropriations and other revenue for program implementation.
