Requires the Human Resources Administration to issue a certification of payment to tenants receiving public assistance whenever rent is paid to a landlord on behalf of the tenant, upon tenant request.

Certification must include the payment date, landlord name, mailing address, and payment amount.

Allows requests for certification to be made in person at the tenant's assigned HRA office or by telephone, with certification provided within two days for in-person requests and within fifteen days for telephone requests via first-class mail.

Requires each HRA office to designate a telephone number for tenants and landlords to request certification of payment.

Mandates that HRA provide written notice to all public assistance applicants at the time of approval regarding their right to request and receive rent payment certifications.
