Requires the commissioner to conduct inspections within 30 days of permit issuance to verify compliance with building code, permit applications, applicable laws, and FCC standards for electromagnetic frequency emissions.

Mandates the commissioner issue a certification of compliance upon inspection completion and update the public permit list with electromagnetic frequency information being emitted from each antenna.

Requires permit information be made available to the public during business hours and 24 hours a day on the department's website and building information system.
