Amends Penal Law to add definitions for "elderly" (persons 60+ years old suffering from disease or infirmity that incapacitates them from preventing larceny against themselves) and "disabled" (persons with permanent physical or mental impairment incapacitating them from preventing larceny against themselves)

Defines "person in a position of trust" to include relatives, joint property owners, fiduciaries, paid caregivers, and those providing home care services or having access through relationship to elderly or disabled persons

Creates criminal liability for larceny by financial exploitation when a person in a position of trust uses fraud, false promise, extortion, or intimidation to compel an elderly or disabled person to deliver property

Provides exception for persons acting in good faith to assist with property management who are unable to do so through no fault of their own

Takes effect November 1st following enactment
