Creates the New York Livable Integrated Elder Friendly Retirement Communities (New York LIFE) program within the Office for the Aging to designate and promote certified retirement communities as premier retirement destinations.

Establishes a 15-member Retirement Community Advisory Committee including seven ex officio state commissioners and eight gubernatorial appointees to review applications and recommend community sites for certification.

Requires community sites to submit applications with completed assessment instruments evaluating factors including local taxes, housing opportunities, healthcare services, transportation, recreation, education, and personal safety to qualify for certification.

Certifications are valid for up to five years and renewable; designated communities must establish local steering committees with four subcommittees focused on amenities, fundraising, marketing, and outreach to prospective retirees.

Director of the Office for the Aging shall provide assistance including staff training, marketing support, inclusion in state advertising campaigns, and financial assistance for promotional materials to certified retirement communities.
