Amends General Municipal Law Section 355 to require cities with populations of one million or more persons and public authorities operating airports to prohibit construction, development, or siting of hazardous wildlife attractants at or near airports, landing fields, or seaplane harbors.

Defines "hazardous wildlife attractants" as commercial disposal operations, waste transfer stations, wastewater treatment plants, and commercial agriculture and commercial aquaculture activities.

Authorizes cities with one million or more residents and public authorities to promulgate rules and regulations governing the prohibition of hazardous wildlife attractants, provided they are consistent with the bill's provisions.

Applies to any municipality with a population of one million or more or any public authority that establishes and operates an airport, landing field, or seaplane harbor within such municipality.

Takes effect 180 days after becoming law.
