Establishes new procedures requiring community boards and borough boards to review and recommend on zoning variance and special permit applications within 60 days before City Planning Commission makes final decisions.

Sets detailed fee schedules for zoning variance applications ($1,100-$11,200 depending on property type and size), special permit applications ($1,000-$8,400), and related filings to be charged by the City Planning Commission.

Removes Board of Standards and Appeals' authority to hear appeals from Department of Buildings orders, routing such appeals instead to courts of competent jurisdiction.

Transfers remaining Board of Standards and Appeals functions related to buildings and zoning to the Department of City Planning, effective 90 days after enactment.
