Amends the New York City Charter to require the Commissioner of Investigation to be appointed by the Mayor with City Council advice and consent, and to undergo a security clearance investigation by a state or federal agency.

Requires the Commissioner of Investigation to produce an annual report no later than April 30th each year and make it publicly available upon request at a reasonable cost.

Grants the Commissioner and each Inspector General power to compel witness attendance, administer oaths and affirmations, and examine persons necessary for investigations.

Establishes that the Commissioner of Investigation shall appoint an Inspector General for each city agency, including the Police Department, each subject to state or federal security clearance investigation.

Takes effect immediately upon enactment.
