Amends subdivision 2 of section 105 of the alcoholic beverage control law to change the visibility requirement for licensed off-premises liquor and wine retail stores from "street level" to "ground level"

Removes the provision allowing a secondary entrance from street level to a public or private parking lot with minimum five-car capacity

Removes subdivision 10(b) requirement that licensed premises maintain clear views into the interior from the sidewalk by prohibiting screens, blinds, curtains, or partitions in windows and doors

Removes subdivision 10(c) requirement prohibiting booths, screens, partitions, or other obstructions in the interior of licensed premises

Retains the requirement that retail licensees display a conspicuous printed price list of liquors and wines offered for sale
