Authorizes selection of up to six grant recipients through a request for proposal process, prioritizing accredited educational programs and existing dental clinics serving low-income elderly, with consideration for geographic distribution.

Grants may be used for direct provision of dental care, equipment purchases, travel expenses, and client assessment services under supervision of a licensed state dentist.

Requires the Director to submit annual reports to the Governor and Legislature detailing financial operations, program effectiveness, grant recipient profiles, and recommendations on continuation or expansion.

Establishes civil penalties up to $250 for applicants who knowingly make false statements or conceal material facts on grant applications.

Takes effect 90 days after enactment, with authority for immediate rule-making.
