Requires the New York City Police Department to create and maintain an online registry of all privately-owned security cameras that capture video of public spaces, including sidewalks, lobbies, courtyards, and vestibules of apartment buildings.

Mandates that new security cameras be registered within 30 days of installation, and existing cameras be registered within 90 days of the law's enactment, with owners providing camera location, contact information, and a description of what the camera observes.

Requires the Police Department to obtain consent from camera owners or a subpoena before accessing video footage when a crime occurs in the vicinity of a registered camera.

Restricts the use of the registry and database to law enforcement purposes only and exempts all data, records, photos, videos, and information collected from Freedom of Information Law disclosure.
