Expands the scope of violations that the NYC Taxi and Limousine Commission's administrative tribunal can adjudicate to include all laws, rules, and regulations enforced by the commission, not just those in the administrative code.

Maintains the commission's authority to enforce tribunal decisions and orders imposing civil penalties up to $10,000 per respondent as money judgments without court proceedings.

Adds a new service method allowing notice of violations to be served upon any person of suitable age and discretion employed by or acting as an agent of the respondent at the respondent's place of business for entities governed by commission rules and regulations.

Requires the commission to notify respondents by first class mail before entering a default judgment, including information about the penalty and the 30-day opportunity to request a stay or hearing.
