State agencies waive immunity from liability and must submit site plans for residential facilities on parcels under their control to local cities, towns, or villages.

Applies to all state departments, bureaus, commissions, boards, public authorities, and public benefit corporations with board members appointed by the Governor.

Amends General City Law (Section 27-a), Town Law (Section 274-a), and Village Law (Section 7-725-a) to implement site plan review requirements for residential facilities.

State agencies with existing residential facilities must submit site plans to appropriate local jurisdictions within 90 days of the act's effective date.

Act takes effect 30 days after becoming law.
