Prohibits merchants from requiring credit or debit card holders to write or electronically enter personal identification information beyond what the card issuer requires, including ZIP codes, email addresses, and home, cell, and work telephone numbers.

Allows merchants to collect address, ZIP code, and telephone numbers only when necessary for shipping, delivery, installation of merchandise, special orders, or mailing transaction forms to a bankcard center for settlement.

Permits collection of personal identification information when used solely for detecting, investigating, or preventing fraud, theft, identity theft, criminal activity, or enforcing terms of sale.

Allows merchants to request customers voluntarily provide personal identification information if the use of such information is disclosed to the consumer.

Takes effect ninety days after becoming law.
