Amends Vehicle and Traffic Law section 1203-a to allow special vehicle identification parking permits to be used in authorized handicapped parking spaces throughout New York State, including those designated in New York City.

Adds new subparagraph (f) to New York City Charter section 2903 to recognize state-issued special vehicle identification permits as valid for parking in any handicapped parking space designated by any city, town, or village in the state.

Requires permit holders with a driver's license or non-driver identification card to present such identification to issuing agents during permit issuance or renewal.

Requires permit holders to carry and make available their driver's license or non-driver identification card to law enforcement officers upon demand as presumptive evidence of permit validity.

Takes effect immediately upon enactment.
