Members of state-operated institution councils appointed by the governor who have three or more unexcused absences from regular annual meetings shall be considered to have vacated their membership, with the chair notifying the governor in writing of such vacancy.

At least one of the four required regular council meetings annually must be conducted on the college campus during the fall semester, during which the college president shall report to the council on the state of the college.

The chair of each college council may establish subcommittees to assist in carrying out the council's duties, subject to rules and regulations established by the board of trustees.

Agendas for council meetings must be made available three days prior to meetings and shall be considered public records.
