Authorizes municipalities to enter into adopt-a-park, shoreline, and roadway program agreements with volunteers or groups to reduce litter, provide safety briefings, reflective gear, and install identifying signs.

Expands adopt-a-park programs to include preservation and maintenance services such as remediating vandalism, maintaining trails, establishing dog runs, planting vegetation, and enhancing natural beauty of municipally-owned parks.

Requires the state parks commissioner to provide technical assistance to municipalities for planning, organizing, developing and operating adopt-a-park programs, including development and distribution of informational guides.

Provides liability immunity for the state, counties, cities, towns, villages, and their employees against damages resulting from actions or activities of volunteers or groups participating in these programs.

Takes effect 180 days after becoming law.
