Amends New York City Administrative Code Section 28-105.12.7.1 to require permit holders for construction, excavation, or demolition operations to provide proof of insurance to adjoining property owners 30 days before work begins.

Mandates that persons obtaining permits maintain insurance coverage at their own expense to protect adjacent property owners and occupants from all risks of loss, damage, or injury arising from the proposed work.

Requires insurance proof to be submitted to the Department when applying for the permit, with the insurance document and permit then delivered to adjoining property owners before work commences.

Takes effect immediately upon enactment.
