Adds definitions for "electronic bell jar device" (activated by cash or swipe card, displays games on electronic screen, awards prizes via voucher or card credits) and "swipe card" to General Municipal Law Section 186.

Requires manufacturers of electronic bell jar devices to obtain a $1,000 annual license from the Board and have identical devices with identical software approved by the Board before distributing to authorized organizations.

Mandates manufacturers provide the Board with invoices within three business days of selling/leasing devices, including organization name, date, serial numbers, and other information the Board may require.

Requires electronic bell jar devices to display game details (description, total tickets, payout percentage, purchase price, winning amounts) and preserve data on game timing, ticket sales, and prizes awarded for monthly Board reporting.

Sets the monthly fee for conducting electronic bell jar games at 5 percent of the difference between total ticket sales and total prizes awarded, with "net proceeds" defined as ticket revenue minus prizes, Board fees, and device/software costs.
