Amends Vehicle and Traffic Law to allow registration of farm vehicles, trailers, and semitrailers for operation on public highways up to 25 miles one-way from a designated farm point.

Permits farm vehicle use for traveling between fields, buildings, and facilities of a single farm enterprise; transporting materials to municipal sanitary landfills; or transporting vehicles to licensed repair shops.

Prohibits transport of farm vehicles with out-of-service defects related to load securement, brake systems, steering components, or coupling devices; restricts use on limited access highways; and bans operation during one hour before sunset to one hour after sunrise.

Establishes registration fee of one dollar and requires vehicle owners to provide information as determined by the commissioner, who shall issue distinctive number plates and certificate of registration.

Defines "farm" and agricultural products using Agriculture and Markets Law standards, with eligibility requiring average gross annual sales of at least one thousand dollars in crops, livestock, or livestock products.
