Removes requirement that naturally occurring retirement communities (NORCs) be constructed with government assistance, expanding eligibility to include any housing with large concentrations of older adults.

Lowers the threshold for older adult concentration from 50 percent of units to 45 percent of occupants, or reduces the absolute minimum from 2,500 to 250 older adult residents.

Establishes Neighborhood NORCs (N-NORCs) as a new program category for low-rise residential areas with at least 40 percent older adult occupants and populations not exceeding 2,000 older adults, with minimum grants of $60,000 annually.

Increases flexibility in grant administration by removing caps on the number of grants and expanding criteria to include coordination with Area Agencies on Aging and ability to serve low-income or hardship communities.

Allows services funded under these programs to extend to residents in contiguous neighborhoods on a one-time, non-continuous basis without affecting program funding.
