Increases signature requirement for citizen petitions to consolidate or dissolve local government entities from 10% to 25% of electors (or 5,000 electors, whichever is less), with signatures valid only if signed within 120 days of filing.

Requires formation of study commissions to develop consolidation and dissolution plans within 270 days (extendable by 90 days) with mandatory representation from chief elected officials and governing body members of each affected entity.

Adds detailed fiscal disclosure requirements to consolidation and dissolution plans, including projected property tax changes, service restructuring impacts, elimination of elected offices, state aid increases, and effects on volunteer service provision.

Imposes 4-year moratorium on initiating consolidation or dissolution proceedings by citizen petition for the same combination of local government entities if a referendum fails.

Repeals sections 758, 759, 780, and 781 of the General Municipal Law and modifies procedural timelines for public hearings and referendum schedules.
