Amends agriculture and markets law to authorize farmer associations to lease fair ground locations for storage of personal property in addition to existing permitted uses like exhibitions and entertainments.

Exempts exhibitions and entertainments held on town or county fair grounds from local license fees and approval requirements, except those necessary to protect safety, health, and well-being of persons.

Prohibits local laws and ordinances from unreasonably restricting agricultural or horticultural corporations receiving state reimbursement under article twenty-four of agriculture and markets law from constructing, improving, renovating, relocating, or demolishing fair ground facilities.

Takes effect immediately upon enactment.
