Requires cities with a population of one million or more to mail notice of tidal and freshwater wetland development applications to owners of record of land located within 1,000 feet of the proposed activity.

Mandates public hearings be held 30 to 60 days after application receipt by such cities, unless the proposed activity is minor or no objection has been filed.

Requires certified mail notification to adjacent property owners and local governments at least 21 days prior to the scheduled hearing date.

Makes all wetland permit applications, maps, and related documents available for public inspection at the county clerk's office.

Extends the notification period for freshwater wetland hearings from 15 days to 21 days prior to the hearing in cities with populations of one million or more.
