Requires the NYC Department of Sanitation Commissioner to establish a citywide registry allowing residents to refuse delivery of commercial handbills, circulars, and printed matter (excluding telephone directories).

Residents can register by written request, phone call, or electronic communication through methods designated by the Commissioner.

All distributors of commercial printed materials must provide accurate contact information to the Commissioner and discontinue distribution to registered residents within six weeks of receiving updated lists (distributed every six weeks).

Violators face civil penalties of $100-$250 for first violations and $250-$500 for subsequent violations; if a distributor cannot be located, the advertising company is subject to the same fines.

Commissioner of Sanitation is directed to promulgate rules and regulations to implement the program, effective immediately upon enactment.
