Amends Executive Law Section 383 to require the State Uniform Fire Prevention and Building Code to apply to all buildings owned by or leasing space to state agencies and covered authorities, regardless of construction date.

Requires the Office of General Services to develop a staged compliance plan for existing buildings and structures, allowing compliance within 5 years, or up to 10 years if circumstances warrant delay.

Makes the building code immediately applicable to any alterations made to existing buildings or structures covered by this requirement.

Vests administration and enforcement of these requirements with the same office responsible for general building code enforcement under Executive Law Section 381.

Takes effect 180 days after the bill becomes law.
