Requires municipal and health agencies to issue a 120-day warning period before imposing monetary fines on congressionally chartered veterans' organizations for violations at their facilities.

Veterans' organizations may request a written extension to cure violations after the initial 120-day period expires, provided they demonstrate attempt to remedy the violation during that period.

Exempts imminent life-threatening building code or health code violations requiring emergency facility closure from the 120-day warning requirement.

Does not apply to violations of the Alcoholic Beverage Control Law.

Applies only to veterans' groups chartered by the United States Congress under Title 36 of the United States Code.
