Amends New York City Administrative Code to establish that lieutenants assigned to investigatory positions for 18 months or more shall receive the title of "Supervisor Detective Squad/Commander Detective Squad"

Requires compensation for these titled positions to be determined through collective bargaining agreements, rather than at the mayor's discretion

Expands the scope of positions to include the Detective or Organized Crime Control Bureau, in addition to other detective squads

Legislative findings declare that fitness for these detective supervisor positions cannot be practicably determined by competitive examination and that 18 months of satisfactory performance demonstrates sufficient fitness for promotion
