Requires officers to complete incident reports within 24 hours of the conclusion of their tour of duty, detailing incidents involving verbal or physical disturbances, arrests, or behavior that disrupts facility operations.

Defines incident classifications as "high risk" (posing immediate danger) or "low risk" (disruptive but not immediately dangerous) and requires reports to include nature of incident, parties involved, injuries, property damage, and disposition.

Mandates the corporation transmit quarterly reports to the New York State Division of Criminal Justice Services for the first five years, then annually thereafter, with statistical information that excludes identifying details of individuals involved.

Directs the Division of Criminal Justice Services to provide technical advice and assistance to the corporation in creating and implementing the incident reporting system.
