Establishes the "Elderly Crime Prevention and Control Trust Fund" administered by the Division of Criminal Justice Services to fund crime prevention and enforcement programs benefiting persons age 62 and older.

Imposes a mandatory $200 administrative assessment on persons convicted of any felony where an elderly person (age 62+) is the victim, with collected funds deposited into the trust fund; court clerks retain up to 5% of collected assessments as a fee.

Authorizes the Commissioner to award grants to local governments and agencies for designing, expanding, or implementing crime prevention and detection programs targeting elderly persons, with applications requiring program goals, assessment standards, and local endorsement.

Requires grant recipients to submit bi-annual reports on funded activities and mandates the Commissioner to annually report to legislative committees on all applications received, approved, and denied.

Requires the Legislature to conduct annual public hearings on proposed use and distribution of trust fund moneys, with the Commissioner submitting detailed plans projecting anticipated revenues and unexpended funds.

Expires June 30, 2016, at which time all provisions are repealed.
