Amends General Business Law Section 399-ddd to clarify that "social security account number" includes only the number issued by the federal Social Security Administration, and explicitly excludes encrypted numbers.

Removes language that included "any number derived from" a Social Security number in the definition of social security account number.

Expands the permitted uses of social security numbers to include collection for compliance with federal, state, or local law or regulation, in addition to when expressly required by such law or regulation.

Takes effect immediately upon enactment.
