Expands eligibility for absentee voting at village elections to include voters absent from their county of residence, unable to appear due to illness or disability, caring for ill or disabled individuals, or detained in jail (except those convicted of felonies).

Removes previous restrictions limiting absentee voting to armed forces members, students, veterans administration patients, and those with work-related absences outside the county.

Requires absentee ballot applications to include voter's full name, date of birth, residence address, mailing address, and a statement of which eligibility category applies.

Allows voters with extended absences covering multiple elections to apply for absentee ballots for both primary and general elections in the same year.

Maintains existing deadlines requiring mailed applications seven days before election and in-person applications by the day before election.
