Expands the scope of violations that the NYC Taxi and Limousine Commission administrative tribunal can adjudicate to include all laws, rules, and regulations enforced by the Commission, not just administrative code provisions.

Broadens the Commission's enforcement authority to impose civil penalties up to ten thousand dollars per respondent for violations beyond just unlicensed vehicles and commuter vans.

Adds service of process provision allowing notices of violation to be served upon any person of suitable age and discretion employed by or acting as an agent of the respondent at the respondent's place of business for licensed or unlicensed entities governed by Commission rules.

Maintains existing requirements that the Commission notify respondents of defaults by first class mail and provide thirty days to request a stay or hearing before judgment entry.

Allows administrative tribunal decisions imposing civil penalties to be entered as judgments in civil court without separate court proceedings.
