Prohibits public employers from reducing health insurance benefits or employer contributions for retirees and their dependents below the level provided as of the act's effective date.

Defines "public employer" to include the state, counties, cities, towns, villages, colleges, universities, governmental entities, public authorities, and special districts, but explicitly excludes school districts and boards of cooperative educational services.

Preserves the terms of existing collective bargaining agreements and does not apply to non-union positions of employees retiring after the effective date, who instead receive protections based on active employee benefit levels at their retirement date.

Does not require public employers that currently do not offer retiree health insurance benefits to begin providing them.

Takes effect thirty days after becoming law.
