Amends the arts and cultural affairs law to authorize the Commissioner of Education to award records management improvement grants to volunteer fire companies and voluntary ambulance services, in addition to local governments and court systems.

Defines eligible fire companies and ambulance services according to Section 100 of the General Municipal Law.

Grants are intended to help volunteer emergency response organizations operate more effectively and efficiently while maintaining proper records that reflect their public service obligations.

Directs the Commissioner of Education to promulgate rules and regulations necessary to implement the grant program for these organizations.

Takes effect immediately upon enactment.
