Authorizes the liquor authority to issue a one-year multiple event caterer's permit allowing service of alcoholic beverages at multiple functions, in addition to existing single-event permits.

Establishes a $2,000 annual fee for the multiple event permit, compared to $38 for individual 24-hour permits.

Prohibits the multiple event permit from being used at premises located in municipalities with a population of one million or more.

Requires permit applications to be filed at least fifteen days before an event, with locations for annual permits deemed approved within seven days unless the liquor authority objects.

Requires all permits to be posted and displayed in a conspicuous location at event venues during times when alcoholic beverages are being sold or served.
