Requires the Department of Labor to license mold assessment contractors, mold remediation contractors, and mold abatement workers, with licenses valid for two years and renewable upon completion of continuing education courses.

Establishes minimum qualifications for licensees including being at least 18 years old, completing department-approved coursework with personal protection equipment training, and paying application fees not to exceed $100.

Prohibits the same person or entity from owning interests in both mold assessment and mold remediation businesses performing work on the same property to avoid conflicts of interest.

Sets minimum work standards requiring mold assessment licensees to prepare detailed remediation plans and mold remediation licensees to prepare work plans; requires post-remediation assessments and clearance reports before containment removal.

Authorizes the Department of Labor to suspend, revoke, or fine licensees for violations including fraud, deceit, incompetence, or gross negligence, with initial fines up to $2,000 and subsequent fines up to $10,000; creates a Mold Assessment and Remediation Account to fund program administration.
