Waives section 35 of general city law requiring board of standards and appeals approval for buildings in three specified Breezy Point lots (blocks 16350 lot 400, 16350 lot 300, and 16340 lot 50) in Queens that suffered substantial damage from Hurricane Sandy to rebuild in mapped streets.

Waives section 36 subdivision 2 of general city law for reconstruction of substantially damaged buildings in the subject area, allowing certificate of occupancy without board approval if new construction is sprinklered and does not increase horizontal street encroachment, or increases encroachment only for required access stairs/ramps with fire department approval.

Requires all construction applications under this act to be filed with the department of buildings within 12 months of the act's effective date and to comply with administrative code provisions on application time limits and permit expiration.

Provides that all waiver provisions automatically expire and are repealed one year after the act takes effect.
