Amends Section 14 of Chapter 4 of the Laws of 2013 to add Manhattan block 78, lot 45 to the list of properties exempt from subdivision (c) of section 11-245 of the New York City administrative code.

Applies exemption to multiple dwellings on the specified lots provided construction commences between January 1, 2007 and June 21, 2017, and either 20% of units are affordable to low and moderate income households or subdivision 12 requirements of section 421-a are met.

Requires work on construction projects receiving section 421-a benefits to be considered public work under Article 8 of the Labor Law, except for construction performed under project labor agreements.

Takes effect immediately and is deemed to have been in effect as of the effective date of the original Chapter 4 of the Laws of 2013.
