Establishes "limited services clinics" as diagnostic or treatment centers that may operate within retail businesses (pharmacies, stores, shopping malls) or employer health care spaces, operated by non-natural person entities that meet experience and expertise requirements.

Exempts limited services clinics from certain stockholder, member, and ownership restrictions otherwise applicable to diagnostic and treatment centers under Public Health Law Section 2801-a.

Requires the Public Health and Health Planning Council to adopt rules governing ownership changes, operator oversight, local governance, and qualifications of directors and officers of limited services clinics.

Directs the Commissioner of Health to promulgate operational and physical plant standards for limited services clinics, including restrictions on services for patients under 24 months, advertising requirements, informed consent, record keeping, referral procedures, and facility design standards.

Takes effect immediately upon enactment.
