Designates existing sections 600-612 of article 21-B of the executive law as "Title 1: General Provisions"

Creates new Title 2 establishing that manufactured homes affixed to permanent foundations and meeting identical development specifications and standards (access, setback distance, enclosures, parking) as conventional single-family dwellings shall be deemed conforming uses under local zoning law

Allows manufactured home parks to be established or expanded consistent with identical development and aesthetic standards applicable to other single-family dwelling developments in the same municipality

Defines "manufactured home," "identical development specifications and standards," and "single-family dwelling" for purposes of Title 2

Effective immediately upon enactment
