Establishes a 12-member teen driver safety commission with appointments distributed among the governor (4 members, including one from the Department of Motor Vehicles), senate temporary president (3 members), assembly speaker (3 members), senate minority leader (1 member), and assembly minority leader (1 member)

Requires the commission to study driver education programs, driving under the influence and aggressive driving among teens, distracted driving behaviors, motor vehicle violations associated with teen accidents, defensive driving programs, and non-standard safety devices

Directs the commission to analyze and recommend measures to mitigate risks from teen drivers, including requiring parents to attend court proceedings for teen driver violations, assessing fines to parents who knowingly allow violations of class restrictions, and prohibiting non-family passengers in vehicles operated by teen drivers

Requires the commission to submit findings, conclusions, and recommendations to the governor and legislature within 180 days of the act's effective date

Sunsets the act 180 days after becoming law, at which point all provisions are automatically repealed
