Authorizes the office of parks, recreation and historic preservation to enter into lease or license agreements for up to 40 years at specified structures and facilities across multiple state park regions to encourage private sector investment in capital improvements and equipment.

Identifies eligible properties including the observation tower and Cave of the Winds building at Niagara Reservation State Park, the Glen Iris Inn and Letchworth facilities in the third park region, Bear Mountain Inn and related lodges in the eighth park region, and Caumsett State Historic Park and Heckscher State Park facilities in the ninth park region.

Requires commissioner findings that leases or licenses are compatible with public enjoyment of adjacent park facilities and, for historic properties, will encourage private investment in restoration and preservation.

Requires lease and license terms addressing environmental concerns, historic resources, compatible uses of adjacent lands, and public interest protection, with revenues deposited into the state park infrastructure fund.

Repeals prior subdivision 2-g of section 3.09 and prohibits leases for Caumsett and Heckscher facilities from impairing existing collective bargaining agreements.
