Power Authority of New York must issue a request for proposals within 90 days to sell ten gas turbine electric generating facilities (each under 80 megawatts) located in and around New York City, including sites in the Bronx, Queens, Brooklyn, and Staten Island

Request for proposals bidding period shall not exceed 90 days, and Authority must report the range of bids to the Governor and legislative leaders within 30 days of solicitation closing

Revenue from any facility sales shall be placed in a dedicated account to reduce electricity costs for private primary and secondary schools in New York and fund energy efficiency and renewable energy programs for those schools

Authority must issue biennial reports beginning July 1, 2015 measuring energy and monetary savings achieved by participating schools and accounting for remaining dedicated account funds, with reports shared with legislature and posted online
