Requires prospective school employees to be fingerprinted using electronic scanning technology by authorized personnel at department-approved entities instead of traditional fingerprint cards.

Mandates that applicants sign a sworn statement in the presence of authorized personnel verifying their identity and attesting to the truthfulness of their employment application information.

Requires applicants to present two forms of identification (one being official government-issued photo ID), have a photograph taken and affixed to their signed sworn statement, and have authorized personnel sign an affidavit confirming verification of identification and processing procedures.

Requires the Department to retain fingerprinting records as business records for the duration of the individual's employment and prohibits re-fingerprinting of individuals whose fingerprints are already on file with criminal justice services.

Exempts school districts located in cities with a population of one million or more from these fingerprinting requirements and authorizes BOCES to process fingerprints for nonpublic schools, charter schools, and teacher certification applicants at cost without charging component school districts.
