Expands the State Comptroller's examination authority to include any organization controlled by municipal corporations, industrial development agencies, districts, or other government entities, with exceptions for statewide associations of local governments or local government officials

Defines "control" to include when municipal officers or employees select a majority of an organization's policy-making body or chief executive officer, constitute a voting majority selecting those positions, or serve as a majority of the policy-making body or chief executive officer

Extends control definition to organizations controlled by other controlled organizations, creating a chain of accountability

Limits compulsory testimony and examination locations for controlled organizations to the county where the organization has its principal headquarters

Defines "majority of the organization's highest policy-making body" as a majority of all positions, or a majority of a quorum if the organization's governing documents allow action by majority quorum
