Establishes the New York Propane Education and Safety Act by creating a new Article 14 in the Energy Law to organize propane industry education and safety programs through a New York Propane Education and Safety Council.

Council created through industry referendum requiring approval from two-thirds of producers and two-thirds of retail marketers by propane volume; council consists of 5-7 members (4-6 industry representatives and 1 public member) selected by qualified propane industry organizations.

Authorizes council to levy assessments on odorized propane at no greater than one-tenth of one cent per gallon to fund research, education, safety training, and development of clean propane equipment.

Requires all persons installing, inspecting, or servicing liquefied petroleum gas systems in New York to complete specific propane safety training from the Propane Education and Research Council's Certified Employee Training Program effective July 1, 2014.

Makes it a deceptive trade practice for anyone to claim qualification to install, inspect, or service propane systems without completing required training; establishes civil liability for property damage or injury caused by work performed without proper training.
