Establishes speed limit authority for schools, senior centers, parks, playgrounds, and hospitals at not less than 15 miles per hour for up to 1,320 feet on highways passing these facilities or their entrances/exits

Requires the Department of Transportation Commissioner to post speed limit signs at each school (with optional flashing beacons that activate during student activities and 30 minutes before/after), senior center, park, playground, and hospital zone

Mandates installation and maintenance of traffic calming devices (including speed humps, curb extensions, and flashing beacons) adjacent to schools and other locations determined by the department

Requires the Commissioner to submit annual reports to the Mayor and City Council by March 1st documenting speed zone locations, citations issued, accident statistics, and effects on traffic flow for each facility type

Takes effect 180 days after enactment, with authority to adopt implementing rules and regulations immediately upon passage
